    No in-China deployment
    Cabier oversight is deployed with regulated multinationals and sovereign operators outside mainland China. We do not run in-country in the PRC and do not offer that as a service.

    No autonomous execution. Every material action passes a Trust Gate and is signed by a named accountable executive.
