Founder — Cabier Consulting
Dax Philbert
Governance-grade infrastructure for regulated institutions — SMCR, DORA, Basel 3.1, SR 11-7, OSFI, AI and tokenisation, operated above the rail of regulatory change.
About
I founded Cabier Consulting to give systemically important institutions — Tier 1 banks, insurers, NBFIs, pension funds, market infrastructures and governments — a single governance spine for operational resilience, conduct and regulatory change.
Where the industry has historically sold episodic consulting and GRC software, Cabier delivers governance as infrastructure: an always-on platform built around the Operational Resilience Score (ORS), a Conduct Spine and a Resilience Spine covering SMCR, FCA Consumer Duty, DORA, NIS2, Basel 3.1, SR 11-7, OSFI E-23/B-10, financial crime, fraud, yield classification, NBFI and private credit exposure, pension fiduciary duties and mortgage household stress.
Underneath sits Continuous Control Monitoring and Control-as-Code — effectiveness-graded controls, immutable evidence lineage and regulator-ready audit packs. Above it sits the Tokenisation Control OS and Cabier AI, our sovereign AI governance and model risk plane.
Engagements run as embedded consulting programs — Baseline, TPRM and board-grade Model Risk and Resilience — under fixed-outcome SOWs with SLA-backed deliverables, staffed by senior practitioners with 10–20+ years of global transformation experience.
Today that work is consolidating into a Trust Infrastructure Operating System for regulated enterprises and digital financial markets — supervisory intelligence, AI governance, cybersecurity, operational resilience, tokenisation assurance and continuous evidence in a single operating layer, so institutions can adopt AI and tokenised finance safely and at scale.
What Cabier operates
Operational Resilience Score (ORS)
A nine-dimension, evidence-weighted score that quantifies a regulated institution’s resilience posture in continuous time — not as a point-in-time audit artefact.

Conduct Spine
SMCR accountability, FCA Consumer Duty, financial crime, fraud and illicit-flow assurance, and yield classification — mapped to obligations, not slideware.

Resilience Spine
NBFI and private credit exposure, pension fiduciary stress, mortgage household stress, ITGC and TPRM — anchored to Basel 3.1, DORA, SR 11-7 and OSFI E-23/B-10.

Continuous Control Monitoring & Control-as-Code
Effectiveness-graded controls, immutable evidence lineage, and regulator-ready audit packs — replacing pass/fail compliance with measured assurance.
Explore
Tokenisation Control OS (TCOS)
A governance overlay for tokenised deposits, securities and stablecoins — sitting above DTCC-grade rails as the institutional control plane.

Embedded Consulting Programs
Baseline, TPRM and board-grade Model Risk & Resilience programs delivered under fixed-outcome SOWs with SLA-backed deliverables — senior practitioners only.
Explore
AI Oversight Fabric
An independent oversight layer over AI systems the institution owns and operates — model-agnostic, jurisdiction-aware, and built to keep a human accountable for every material decision.

Continuous Financial Infrastructure Assurance
Assurance across settlement, custody and tokenisation infrastructure — the layer that lets institutions rely on market rails with evidence rather than assumption.
