    Enforcement notices, rulebooks, KEV feeds, sanctions lists, incident bulletins, market microstructure signals — pulled per-jurisdiction, timestamped, signed at source.

    Route

    Every payload is tagged with a sovereignty label at ingest. Routing honours residency, cross-border, and sanction rules before a single agent reads it.

    Resolve

    Signals are resolved against the client's obligation graph — the same graph that drives ORS, the Regulator Digital Twin, and Trust Gates.

    Emit

    Downstream: CCM refresh, Twin diff, board brief, agent workforce task, regulator-safe alert. Nothing leaves the fabric unlabelled.

    Sovereignty at the packet

    Every intelligence packet carries a jurisdiction tag, a residency rule, and a lawful-basis note. The fabric refuses to route across a boundary the label forbids.

    Model-agnostic enrichment

    Summarisation and classification run through the CABIER AI control plane. You choose the model per node — sovereign small, frontier, or on-prem — and the trust chain is identical.

    Signed lineage end-to-end

    Source → route → resolve → emit is one audit ID. A regulator can pull any downstream artefact and walk it back to the exact bulletin, timestamp, and node.

    Human-signed release

    Cross-jurisdiction briefings and enforcement alerts are queued for a Tier 0 signer. The fabric moves data; a named executive owns what the institution acts on.

    What the fabric will not do.

    No unlabelled data
    A packet without a sovereignty label cannot enter the fabric. Legacy feeds are wrapped at the edge or refused.
    No cross-border drift
    Residency and cross-border rules are enforced at route time, not at review time. A misrouted packet blocks the workflow before it reaches an agent.
    No model-vendor leakage
    Prompts, evidence, and enriched outputs stay inside the client's tenancy or a Cabier enclave. No training corpora, no vendor telemetry.
    No shadow subscriptions
    Every feed, cache, and enrichment path is listed in the fabric registry with owner, residency, refresh cadence, and kill switch.
